WARRANT FOR FALL ANNUAL TOWN MEETING

TOWN OF NORTHBRIDGE                        

TRANSACTION OF TOWN BUSINESS

TUESDAY, OCTOB ER 28, 2008 - 7:00 P.M.

 

WORCESTER, ss:

To any Constable of the Town of Northbridge in said County,

GREETINGS:

In the name of the Commonwealth of Massachusetts, you are hereby directed to notify the Inhabitants of the Town of Northbridge, qualified to vote in Town elections and Town affairs, to meet in the Northbridge Middle School Auditorium on Linwood Avenue, in Whitinsville, in said Northbridge, Massachusetts, on Tuesday, October 28, 2008 at 7:00 o'clock P.M., then and there to act on the following articles:

 

 

ARTICLE 1:               (Board of Selectmen)

To see if the Town will vote to raise and appropriate and/or transfer from available funds the following sums of money and authorize the payment of prior year bills:

 

$89.85 to the Department of Public Works;

 

$60.75 to the Department of Public Works Sewer Division;

 

$500.00 to Non-Departmental;

 

or take any other action relative thereto.

 

ARTICLE 2:               (Board of Selectmen)

To see if the Town will vote to amend the vote taken under Article 6 of the 2008 Spring Session of the Annual Town Meeting (May 6, 2008), appropriations and transfers under the Omnibus Budget Article, as follows:

 

NON-DEPARTMENTAL:

 

Line 41 (Employee Insurance Benefits)

By reducing the amount previously appropriated from free cash by               $36.00

 

Line 44 (Stabilization Fund)

By raising and appropriating and/or transferring

the additional sum of                                                                                       $                                 

 

or take any other action relative thereto.

 

ARTICLE 3:               (Board of Selectmen)

To see if the Town will vote to transfer the custody and control of the Town owned property located off Driscoll Lane and shown on Assessors’ Map 24 as parcel 130 to the Board of Selectmen for the purpose of sale; to authorize the Board of Selectmen to convey such property and execute all documents and take all action necessary in connection therewith; and to authorize the Board of Selectmen to petition the General Court for any legislation necessary for such conveyance; or take any other action relative thereto. 

 

ARTICLE 4:               (Board of Selectmen)

To see if the Town will vote to transfer the custody and control of the Town owned property located off C Street and shown on Assessors’ Map 6A as parcel 136 to the Board of Selectmen for the purpose of sale; to authorize the Board of Selectmen to convey such property and execute all documents and take all action necessary in connection therewith; and to authorize the Board of Selectmen to petition the General Court for any legislation necessary for such conveyance; or take any other action relative thereto. 

 

ARTICLE 5:               (Playground & Recreation)

To see if the Town will vote to change the bylaw of having the current total number of appointed members on the Playground & Recreation Commission from 7 members to 5 members; or take any other action relative thereto.

 

ARTICLE 6:               (Building, Planning & Construction Committee)

To see if the Town will vote to amend the motion made under Article 2 of the March 14, 2006 Special Town Meeting to authorize the expenditure of an amount not to exceed $75,000 of the unexpended balance of the $225,000 that was appropriated for the replacement of the Northbridge Police Station roof for the purpose of replacing the heating, ventilating and air conditioning equipment at the Northbridge Police Station; or take any other action relative thereto.

 

ARTICLE 7:               (Petition)

To see if the Town will vote to accept as a public way, the alteration and extension of Ash Street as heretofore laid out by the Board of Selectmen, a copy of which layout is on file with the Town Clerk, and further to authorize the Board of Selectmen, in the name and behalf of the Town, to acquire by gift, easements in said way for the purpose for which public ways are used in the Town, including an associated drainage easement; or take any other action relating thereto. 

 

ARTICLE 8:               (Petition)

To see if the Town will vote to accept as a public way Green Meadow Court as heretofore laid out by the Board of Selectmen, a copy of which layout is on file with the Town Clerk, and further to authorize the Board of Selectmen, in the name and behalf of the Town, to acquire by gift, easements in said way for the purpose for which public ways are used in the Town; or take any other action relating thereto. 

 

ARTICLE 9:               (Petition)

To see if the Town will vote to amend the zoning map incorporated into the Town zoning by-laws to extend the R-3 zoning district located northerly of Upton Street and easterly of Providence Road for an additional 230 feet to the north by rezoning from Residential Two (R-2) to Residential Three (R-3), the land bounded on the south by existing R-3 zone line (120’ northerly of Upton Street), on the west by the center line of Providence Road, on the north by a line 350 feet northerly of and parallel to the northerly side line of Upton Street, and on the east by the existing Industrial-One (I-1) zone line; or take any other action relating thereto. 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

And you are directed to serve this warrant by posting attested copies thereof at the Whitinsville Post Office, Town Clerk's Office, and Brian's Restaurant in Linwood, all in Precinct 1; Office of Polyfoam Corp., and Gary's Variety in Northbridge in Precinct 2; 1 Quikstop in said Whitinsville in Precinct 3; and Northbridge Post Office, and Northbridge Center Congregational Church Bulletin Board in Precinct 4; twenty-eight (28) days at least before the time and place of meeting aforesaid.

WHEREOF FAIL NOT, and make due return of the warrant, with your doings thereon, to the Town Clerk at the time and place of said meeting.  GIVEN under our hand this 29th  day of September in the year Two Thousand Eight.
