TITLE 5

SO YOUR SEPTIC SYSTEM IS FAILING...NOW WHAT?

Title 5 is the Code of Regulations that was developed for the design and construction of on-site sewerage disposal systems. While this can be a complicated process, we have outlined below the basic steps to follow if you have a failed septic system and don't know how to start the repair process.

To start, you will need to contract with an engineer for the soils testing and septic system design.

PERCOLATION TESTS  
One of the most commonly asked questions that we receive in the Board of Health office is when percolation tests can be done. Percolation and Groundwater Testing can be done year round. There is a fee for this permit.

PLAN REVIEW
Once the percolation and groundwater testing is complete, your engineer will design your septic system. Six copies of the proposed plan are submitted to the Board of Health for review. There is a fee for this review.
SEPTIC SYSTEM INSTALLATION
Once your plan has been approved, you will be provided with a list of installers that are currently licensed by this office. Only a licensed installer can install a septic system.

Once you have chosen your installer, a construction permit will need to be issued by the Board. The installer needs to sign this permit. There is a fee for the inspections that will be done by this office during the construction process.

During installation, your installer will contact your design engineer and the Board of Health for the inspections. Once complete, your design engineer will develop an "As-Built" for the system showing the exact locations and elevations of the system components. The As-Built is accompanied by a Certificate of Compliance that will be signed off by your design engineer, your installer, and lastly the Board of Health. That's it! Your septic system is complete!
