The Northbridge Board of Health approved these minutes at a meeting held September 10, 2007.

MEETING MINUTES ~ AUGUST 13, 2007

This meeting was called to order at 6:30 PM by Mr. Paul McKeon, Chairman. Other members present were Ms. Ann Marie Thompson and Mr. Chris Cella. Mr. Scott Chase and Mr. Steven Garabedian were absent. Also present was Jeanne M. Gniadek, Administrative Assistant.

Minutes: A motion was made by Mr. Cella to accept the minutes of August 7, 2007. Motion seconded by Ms. Thompson; the vote was 3-0 in favor.

Title 5 – Wal-Mart Supercenter – Septic Certificate of Compliance: This matter was tabled to the next meeting of the Board scheduled for September 10, 2007.

Town Meeting Warrant Articles: Ms. Gniadek informed the Board that a proposed amendment to the Code of Bylaws granting the Board of Health appointing authority for the Inspector of Animals was recently overturned due to an unsatisfactory method by the bylaw review committee of distributing the proposed change. Town Counsel recommends that the Board put forth an article to adopt MGL Chapter 129 s 15 and then to amend the bylaw.

Motion made by Ms. Thompson to place the following articles on the Town Meeting warrant:

ARTICLE 1: To see if the Town will vote to adopt MGL C.129 §15; or take any other action relative thereto.

ARTICLE 2: To see if the Town will vote to amend § 4-403 (B) of the Code of Regulations for the Town of Northbridge as follows:

B. Mode of appointment; term of office. The Board of Health shall annually, in March, nominate one or more Inspectors of Animals, and before April first, shall send to the Director of Animal Health of the commonwealth the name, address and occupation of each nominee. Such nominee shall not be appointed until approved by the Director of Animal Health of the commonwealth (MGL C.129, §15); or take any other action relative thereto.

Motion seconded by Mr. Cella; the vote was all in favor.

There being no further business, motion to adjourn by Mr. Cella, seconded by Ms. Thompson – all in favor.
